The Right Age for Marriage

I recently read an article from www.mynippon.com that I will quote here.
"The divorce rate for those who marry at twenty-one or twenty-two is exactly double the divorce rate for those who marry at twenty-four or twenty-five"
The reason stated in the article was "self identity" People in their mid to late twenties have a better developed sense of self. They know who they are and where they are going. They have more defined goals and clear plans for their future. Occasionally an 18 year old may have the same degree of maturity, but this is not usual until mid twenties. In America in 1890 the average age for a male to marry for the first time was 26. The median age for a woman was 22. After WWII this dropped to 22.8 for males and 20.3 for females(1950). This has gradually been climbing upward and the average age for females first time marriage is at an all time high. Is this good or bad? What is the best age to marry and why do you say so?
What about fertility? It is well known that the most fertile period for a woman is between the ages of 22 and 28. By the age of 30 the woman's fertility drops significantly. How do we reconcile these issues and how do we prepare young people for the committment of marriage and provide them the support they need to make marriages last regardless of the age they start out?
